이런 문장을 강조를 위해 도치된 문장이라고 합니다. 

And therefore가 부사로 문장의 맨 앞에 오고, 그 뒤에 is 동사가 나옵니다.

보통의 주어-동사 순서인데, 반대로 동사-주어 순서로 되어 있는 문장을 도치된 문장이라고 합니다. 

And therefore를 강조하기 위한 문장이라고 할 수 있습니다.

원래 문장으로 바꾸면, 

And therefore is winged Cupid painted blind. -> And therefore winged Cupid is painted blind.

 

즉, winged Cupid가 주어이고 is painted가 동사입니다.
